I’ve got prefs set as this:
If I click on a new topic it still always sets to tracking.
What did I miss?

You are tracking a number of categories, this setting overrides the tracking by individual topic setting, if you wish to set the “Automatically track topics I enter” to never, you will first need to remove the parent category from your “Tracked Categories” list.

So does that “reset” any topic in that catagory that I might already be tracking?
It does not, you can click dismiss from the latest or unread pages, and it will ask you if you would like to stop tracking those topics/threads.
“Automatically track topics I enter” will need to be adjusted as there is often times people stop tracking a topic only to find themselves RE tracking because they clicked in it again ans after 30 seconds they start tracking again.

I think this is working now.
And any topics I was previoulsy tracking are still being tracked.
