Remind me again what this lock icon indicates? Makes me think the threads are locked.
Locked Icons 
are an indication that the Category is a “Private/Restricted” Category.
Meaning only COPA Members are able to view that category.
This is unlike the Website Issues Category which does not have a lock icon.
This means its unlocked 
& unrestricted/available for public view by anyone.
You can see this by opening https://forum.cirruspilots.org/ in an incognito window.
The on the Topic/Thread title means that topic is now closed, and no replies can be added to that topic.
