Elevator will need to be evaluated to see if the ribs are damaged. If they are good, it can be reskinned. If not - then call insurance. Eitherway, call insurance
I think it needs an A&P to inspect it and document in the logbook that it is airworthy prior to flying. Might be wrong there, but seems I recall someone getting violated for flying a plane to a SC for less damage than this a while back. Alex?
It’s a balanced control surface with damage to it. It never hurts to cover yourself and get a ferry permit. Damage like that on a 152 would not even attract attention. So just get the local yokel to have a look at it and if it’s questionable sign it off for a one time and move onto the next phase

I would check the elevator by holding it with my hand - then pulling and pushing in each direction. There should be no play (or looseness). Moving the elevator up and down should be smooth - no grit or roughness in the movement.
I would demonstrate that to the mechanic to get the ferry sign off.
That is probably not worth worrying about it.
