Dunno, maybe it was phrased that way because the flight was operating under VFR. Here’s another doozy - cropduster hits a car on takeoff, badly damaging the car, injuring one of the occupants, AND removing one of the cropduster’s wheels, but continues on with the cropdusting operation!

If I recall correctly in FAA speak, there is no such thing as IMC. There is a Visual Meteorlogical Conditions (VMC) and non-VMC. VMC is defined by the clould and visibility. “IMC” or non-VMC is all else. IMC is a pilots fabrication. Useful, but not in the regs.
