Removing the back seats would change the weight and balance and I believe, require a new weight and balance by an A&P to be within the regs.
I don’t know if the FAA has ever approved different weight and balance papers for different configurations without A&P approval for each change.
It could be something that might get approved in one region but not in another.
Anyone out there know more about this.
